Dog Poop

I don't get it. Everyone here has little dogs here, like the handbag dog. The owners take their dogs out for a walk and let them poop where ever they want. Walking on my street is like walking through a field of land minds. Today I almost stepped in one that was in the cross walk in the middle of the street. Who lets their dog poop their?
